Train Blocking Path and cannot progress

During Red Letter Day there's a moment where you leap off of a balcony over some tracks. There is a train blocking path that is not supposed to be there. There's no way around it, under it or through it. I'm not sure how to reproduce it but I've reloaded two earlier saves and it's always there.
