Standing Height Puts Me into Floor with Teleport

I have a valve index, and am using teleport motion so its similar to HL Alyx. After some teleport movements, I end up at 1/2 height (part way into the floor) and I can't get it to reset back to regular floor height. Seems to happen randomly based on location but seems associated to teleport motion. It happens pretty reliably (every time I tried to play) and pretty quickly (within 5 minutes of stepping off the train), I haven't made it past the intro scenes yet without it happening. Furthest I have gotten is stacking the boxes after I find out the combine meeting me is a friend that owes me a beer. If I start a new game it is reset, but if I save and load the game I am still at 1/2 height.
