Launch crashes steam vr

HP reverb G2, second gen cable. Ryzen 9 5900x, 32GB ram, RTX 3080 Ti, Windows 11 23H2. Upon launching Half Life 2 episode 2 VR Mod the screen transitions from WMR to steam vr loading environment. The half life 2 logo comes up and wait while loading. The logo disappears and the screen goes black. Audio starts looping, in a drum rhythm. Sounds like the menu sounds are stuttering and looping. Take of the HMD, the HL2 EP2 menu window is on the desktop screen. The menu window has two menu screens over laid. Shortly after steam VR crashes with either a -204 or -203 error. This is completely repeatable in any of the Half life 2 VR mod games. I have had loading issues before, but they have never been persistent.
