Game does not start (Waiting to exit)

1️⃣ What happened: anytime I try to launch the game/mod it says "waiting for to exit" then it closes and acts like I pressed exit. 2️⃣ Steps to reproduce: opening the game. 3️⃣ Your headset and system specs: I am using a valve index for my headset and a gaming Lap top, a AMD Ryzen 7 3750H and NVIDIA GeForce GTX 1660 Ti 4️⃣ Additional Info: I don't think its an issue where my computer cant handle it because I play dozens of other VR games including Boneworks and half life Alyx and never have this issue or lag.
