Game does not start (Setup file 'gameinfo.txt' doesn't exist)

I'm not sure if I'm doing something wrong. I open the hl2.exe file and it says "Setup file 'gameinfo.txt' doesn't exist in subdirectory 'hl2'. I copied the gameinfo.txt from the "hlvr" folder, but now it crashes after loading for 3 seconds and says "Could not load library client. Try restarting. If that doesn't work, verify the cache.". Also, I'm not sure about the instructions from the hlvr.bat file. Am I supposed to add the params in steam properties of the mod? I have an Oculus Quest 2, btw.
